Causus Belli

Causus Belli is the measure of how much justification for open hostilities exist.
Factors
As Casus Belli is the measure of attacking to ensure survival as opposed to gain, it justifies the following situations:
- Pre-emptitive (and hopefully crippling) strikes against entities with a much larger Build Capacity. In short inflicting harm in the hope of preventing harm on a much larger scale
- Retaliating after being attacked
- Attacking those that have attacked allies you have agreed to protect
Difficulty
Causus Belli is also affected by the set difficulty level of the game being played, with higher difficulties progressively increasing the justification for war.
