Movement Costs

Stored in file "terfile.csv", the source of which is in the "\Custom" directory, there are eight columns that specify the movement costs for different Terrain types. These columns are headed "M0" to "M7", and contain a value from 0 to 255. 0 (zero) indicates "Impassible", while 1 is the maximum speed (no terrain "friction"). For example, Air units would generally have a Movement Cost of 1, as Terrain does not affect their speed.

These values are used for UNIMPROVED hexes. If a Facility or Upgrade such as Road or Rail is present, then the data from the "srunits.csv" file is read and will over-ride these costs if a value is present in that file.
