If warring regions have sufficently high relations or are unevenly matched surrender becomes a possibility.
Regions surrenders according to a set of elimination rules. An eliminated region's remaining territory is allocated to whomever has the strongest and closest supply sources, or in the case of territory that is entirly unsupplied (such as islands) the region they like the most.
